1 Damper position vs command
On Goodman GPG16 look at the economizer before the compressor. Commanded open? Blade actually open? Linkage off the shaft is a rooftop weekly. Read CO2 in an empty space. 400–800 ppm typical empty retail. 2000 ppm empty is a failed sensor.
Expect: Blade matches the module command. Stuck open = overventilation. Stuck closed = no free cooling.
