1 Damper position vs command
On ICP PGC look at the economizer before the compressor. Commanded open? Blade actually open? Linkage off the shaft is a rooftop weekly. Confirm OA really is below the high-limit / enthalpy changeover on THIS module (not a 55 °F guess).
Expect: Blade matches the module command. Stuck open = overventilation. Stuck closed = no free cooling.
